<Plot>
One day, a boy helped a little fish go back in the sea. It turned into a mermaid, and they spent a fun day together. He took her, and kept her at his house. However, no matter how much he explained, she was just a fish to others. It was because the country prohibited free imagination. The boy was taken to police and forced to forget about the mermaid. He finally gets mentally disordered, runs away from jail, and goes into the ocean with the fish.

The mermaid appeared in front of many people, and the two swam along happily.

I think he wanted to tell he was worried that the controlled society may ignore people's rich imagination. Tezuka himself was an imaginitive person, so maybe it has something to do with his own experience.
