Plot
The boy saved a fish and put it back to the water.
The boy stayed close to the and eventually, he imagined it a mermaid.
Since the place where the boy lives is not allowed to imagin things, the boy was tortured so that he would forget about the mermaid, but he didn't forget about it.
Ending
The boy went to the ocean with the fish and killed himself so that he can be free to imagine things and to see the mermaid again.
Message
I think Tezuka wanted to tell us that imagining things are free to do and nobody should get in the way of that.
