Summary
The boy imagined the mermaid in the sea,
like he saw it in real.
He tells this experience to his parent but
they thought he was getting crazy, his parent calls government and torture him.

difficult to define, but I think the story takes place in a country that the
government prohibits freedom.

I think mermaid is boy's fantasy, and he
sees his imagination as real.
Ending
After the torture the government have done,
the boy forgets the mermaid.
The boy gets so terrified by this, he
goes to the ocean with the fish and he was able to see the mermaid again.
Future
I think the boy will live happily with the
mermaid in his imagination.
He escapes to the country where he is able
to imagine freely.
Theme
I think Osamu Tezuka wanted to say that
people's right if imagination shouldn't be restricted by anyone. Imagination
will make people's life affluent and interesting. Anybody can't stop people's
imagination. I think this theme relates to our world right now. For example
China restricts people's opinion in media and North Korea restricts people's
free opinion completely. This is violation of human rights as in the animation.
