This story takes place in a fictional country where imagination is banned. The main characters in this story is a boy who loves fantasy and a fish which eventually turns into a mermaid. The boy is arrested for the law of the country. In the prison, the ability of imagination is taken away from the boy. However, he manages to escape from the prsion and he goes to the sea with his fish whom he believes is a mermaid. The climax of this story is when the fish actually turns into a mermaid. In the end, a boy and the mermaid swim together in the sea.
I think what Osamu Tezuka wanted to tell us is the wonderfulness of imagination and the freedom we all have. I think nobody has the right to take away freedom from anyone.
