As I was reading this story, I thought of the need to be able to make quick decisions. Hamaguchi Gohei was a wise man so he realised the situation that the village was in and thought of what he had to do and how he was to do it immediately. I believe that to make instant judgements as he, experience is a major requirement. For with only knowledge, I don't think a normal person can make such a decision that easily.
