Cross-culture

I want to write about the article we read last week about women taking their tops off in Maine.
I was so surprised and shocked to see this article ,it's such an unexpected situation if it happened in Japan!
I really can't agree with this idea. I agree with Heidi Marshall who says that men shouldn't be half-naked in public either.I think wearing clothes in public is a moral. This is a really difficult gender problem.
