"Nomiho" system is Japanese unique culture?

I talked with my friend who attends Aoyama Gakuin Univirsity as an exchange student yesterday. She is from America. She speaks Japanese well. And everytime she tells me a lot of things. This time, I learned that there is not "Nomiho" system in America. Nomiho system is very popular in Japan. It becomes shortened the word "Nomihoudai". I thought it is common system, but in America it's not common. For Americans "Nomiho" system is awesome. We can drink as I want at a regular rate. So, I thought "Nomiho" system is one of the Japanese unique culture.
