The theme of this short movie is "the freedom of the imagination".
Now, we can freely imagine and can express something. However, during the war, the nation did not guarantee the right to imagine freely. Because of it, citizen's thoughts or actions were managed by people in power.
I think Osamu Tezuka wantes us to think how wonderful the present society is.
